A Lubbock guy was caught this week on suspicion of aggravated sexual assault on a minor in August 2021.
According to the police report, a lady contacted 911 at 1 a.m. on August 8 after discovering her boyfriend in bed with her 7-year-old son. The boyfriend’s name is Delmer Orlando Ortiz Licona, and he is 29 years old. His name is given as Orlando Delmer-Ortiz at the Lubbock County Detention Center.
When the lady dialed 911, she said, “What are you doing to her?” She then told the dispatcher that she wanted an officer to come to her house. She stated she just discovered her boyfriend, who lives with her, nude in the bed with her kid. She continued to please, rush, he is escaping. Please come quickly.
The dispatcher inquired whether he’s her boyfriend? The woman said he’s meant to be but hurry up or she will murder him. She added that to ‘please, please, please hurry. I’m about to murder him, so hurry up. He’s attempting to scale the barrier. He’s f*****g leaping over the fence. Hurry.’
The 911 operator inquired as to his name. “It’s Delmer, he’s from Honduras,” the woman added.
The 911 operator overheard the mom instructing the toddler to get in the car. The dispatcher inquired about the child’s well-being. The woman responded that she arrived home just on time.
She informed the 911 operator that she was following the man and that she was not going to deal with it.
The 911 operator then heard a loud bang, as if something had been hit, and a young girl began screaming and wailing. The dispatcher heard somebody say, kindly summon an ambulance.
When inquired as to why, the lady expressed, he’s in the alley, he just got in front of her car. The emergency call-taker inquired whether she just hit him? The woman answered yes, he leaped right in front of her car. He jumped directly in front of her automobile.
He was passed out intoxicated, she claimed, but he was OK, and she was fine. The phone call was terminated. When 911 phoned her back, she reported that Licona was moving and speaking.
She informed the 911 operator what sort of car she was in before adding, “What were you thinking, Orlando?” “You shouldn’t have to go through that,” she told the youngster. You’re OK, you’re fine, he’s fine, the ambulance is on its way.”
She instructed Orlando to lay down. And asking why did he do it? What was he up to?
The 911 call-taker continued to try to elicit information from the lady in order to determine their location, and the conversation was terminated.
The 911 caller contacted her three more times, but she did not answer any of them.
Investigators were assigned to the investigation in March. The mom consented to bring the kid to be interrogated forensically for the assault case. The kid described the incident in great detail.
Police sought to question Licona about the sexual abuse inquiry in April. According to police records, he regularly failed to show up for scheduled appointments with the investigator.
The case was introduced to the lawbreaker head prosecutor’s office.
An arrest warrant was obtained for Licona, and he was placed into the Lubbock County Detention Center on May 3, 2022, where he is being detained without bond for an immigration and customs enforcement detainer.
